Youth programs foster positive youth development among youth and supportive connections with families and communities. In order for a youth program to be successful, youth program staff must be able to create an inclusive and welcoming environment for all youth, especially those who might be marginalized within their community. Both youth program staff and administrators can create a safe and inclusive environment through programming and policies that: prohibit discrimination or bullying, encourage positive and trusting interactions and relationships, and are structured in such a way that youth feel safe and welcomed. This implementation manual describes concepts and strategies needed for staff training, including how to respond to parents and youth, in order to create a welcoming and inclusive environment.
